The Clock Tower is CGI, yes, but let’s take a close look at the windows that are boarded up for each shot.
If you look to the right and left of each window, you will see nail holes where the ABC Production crew nailed up the initial boards to cover up the windows. It appears that as the show progressed past the Pilot that a process was developed to hang (See the hangers above the window) numbered boards (to keep the fanboys and girls that look at the screenshots happy) on the same window each time.

There is an elevator in Nikka Fishing and Marine, but it goes between the 1st and 2nd floor. There is no “Basement – Dragon level” button. I checked.
